La specifica formulazione del quesito. Chiedere se i votanti intendono, si o no, continuare a sostenere la maggioranza che sorregge Lombardo, è un quesito abbastanza specifico e chiaro. Secondo elemento da indicare è la natura consultiva o deliberativa della consultazione. Sembra che si voglia andare verso un conta deliberativa, ossia vincolante per tutto il partito. Terzo elemento, occorre indicare se a votare debbano essere solo gli iscritti o anche gli esterni. Se abbiamo capito bene, si vorrebbero chiamare al voto solo gli iscritti. Ci pare, dunque, che esistano i presupposti, anche formali, a prescindere da qualsiasi regolamento, la cui assenza è da addebitare a chi in questo momento dirige il partito e non agli iscritti, per indire il referendum.
